Anyone know of a reasonable apartment or Bungalow close to town or just North of it for a two week stay. Something with a kitchen and place to rinse gear with clothesline?

Hello dustcap!
We always stay at Diver's Paradise Apartments, just north of town. It is self-catering & basic, but has always been extremely clean, very quiet, has a kitchen, sitting area, bathroom and bedroom. Plenty of room. We've stayed there 4 times, last month for 2 weeks and have no complaints. You have use of the Black Durgon Inn premises, (about a 2 minute walk north) which we love as it's quiet and has a great reef as well as the Small Wall.(you do have to rent tanks from Al, the Black Durgon owner if you want to dive there-but he makes it very convenient) We love going there at night to watch the sunset. The apt's don't have wi-fi, so you have to walk to Black Durgon for that (and sometimes that is spotty!)
If you would like more info on our experiences, just PM me!
Good luck!

Given the limited requirements you mentioned, I'm assuming that in this context "reasonable" translates to "inexpensive with basic amenities". If so, take a look at
Bonaire Exclusive Bungalows (http://www.bonaireexclusief.nl/eng/general/general.htm), Tropicana Apartments (http://www.tropicanabonaire.com/indexenglish.htm), or Yacht Club Apartments (http://www.yachtclubapartmentsbonaire.com/roomsrates.htm). (Don't let Yacht Club book you into apartment #5, the only older unit in the complex.) Wanna Dive's Dive Hut (http://www.divehutbonaire.com/index.php/en/the-rooms.html) might also meet your criteria. Just be sure to book a studio or higher. All of the previous are in the general area you specified.

I agree with wwguy and recommend Bonaire Exclusief. I particularly like 19a or 20 as they have secure dive store and outside shower, plus tub to wash gear in.
