ReefPhoto.com that should give you some ideas. Really there are many good underwater systems. The first choice is $, are you talking hundreds, thousands, tens of thousands????? Still? Video?
We purchase all of our photo equipment out of B&H Photo in New York.
GoPro 7 for the amateur who wants to dive more and screw around with equipment less.
Olympus TG-5....waterproof without a case to 10m, but the case is not expensive. Terrific macro shots. Strobe can be added. TG-6 is now out, so TG-5's are a good price.

We just got the TG-6 and used it the last 2 weeks in August. Great macro shots.
I also have been using an Olympus TG-5. I use mine snorkeling, so the 10m depth limitation is not a problem. You can still get the optional case if you want to go deeper, and the price is right.
My wife and several friend use the Sea Life 2000 with great results but both always use either the strobe or video light.
In my opinion capturing pix underwater at depth does not work without an additional light source.
Your local dive shop may sell underwater cameras and offer an in pool chance to try one out.
I've also been using a TG5 for snorkeling. The only issue I've had is that under certain light conditions, it's hard to see the screen, but for the price, it's a great way to go.
